Acorn Executive Search is working in partnership with The Cardiff Capital Region in the recruitment of a new Chair of Cardiff Capital Region Business Council.

About Cardiff Capital Region and Cardiff Capital Region Business Council

The Cardiff Capital Region (CCR) City Deal is a programme agreed in 2016 between the UK Government, the Welsh Government and the ten local authorities in South East Wales to bring about significant economic growth in the region through investment, upskilling, and improved physical and digital connectivity. The Business Council plays a key role in working with the Regional Cabinet, the Regional Economic Growth Partnership, and other organisations to ensure that the voice of business is clearly heard and contributes tangibly to shaping the future of the Capital Region.

Established for 3 years, the CCR Business Council is ready to embark on this new journey and is seeking a business leader, who through the work of the Business Council, will help direct, inform and shape our future.

About the role

The Cardiff Capital Region is looking for a visionary business leader, who is able to take forward, enhance and promote regional business engagement; and generate ideas, input and meaningful contributions from businesses across the Region, via the mechanism of the CCR Business Council.

This is about the opportunity for real influence on decision-making and to be part of a very live agenda around new forms of regional economic governance. The role is one of a 'regional' Chair - but with opportunities to contribute to local, national and global involvement and influence are significant.

For this role, we are looking for a successful business leader, CEO, director or a successful entrepreneur, with an eye on the priority sectors that are important to the future economic growth of our Capital Region, namely:

  • Med-tech & life sciences
  • Fin-tech
  • Energy and environment
  • Compound semi-conductors
  • Higher education

Responsibilities

  • Leading the Business Council, ensuring it fulfils its responsibilities
  • Chairing meetings of the Business Council, collating views expressed by each stakeholder group and where necessary arriving at a consensus
  • Communicating and representing the recommendations of the Business Council to the Cardiff Capital Region Cabinet
  • Ensuring the regional business perspective is embodied within all policy and decision-making.
  • Engaging and promoting the best interests of business, directly and through the work of the Business Council
  • Being a figurehead and champion of the city region both nationally and internationally, on behalf of the business Council, and of CCR generally where appropriate
  • Leading and delivering on the Business Council's annual plan
  • Engaging and working collaboratively with the Chairs of the other regional partnerships - REGP / RSP / RTA.

Knowledge, experience and track record

  • Successful and well-respected individual within the business community, with a significant track record of organisational leadership and management at the highest level in the private or voluntary sector, which has strong roots in the Capital Region
  • Good knowledge and passion for the economic and business drivers that will enhance the vitality and competitiveness of the Capital Region
  • Experience of working in a partnership environment with a strong commitment to and experience of collaborative working, between both business and public sectors.
  • Experience of serving on groups or boards of stakeholders from business backgrounds whose role is influential rather than directive
  • Knowledge of how stakeholder boards operate in an influencing but not directing role.
  • Well-networked, with demonstrable links to other businesses and organisations locally and nationally
  • Several years' experience of working broadly across the Capital Region, ideally not just focused on a small geographic area
  • Experience of interacting with local and national government politicians and policy makers across the Capital Region
  • Excellent familiarity of the Capital Region and the drivers for business
  • Proven track record of success in communicating and working effectively in cooperation with a wide range of stakeholders to engender support, developing positive personal and organisational profile, and building partnerships that add value

Skills

  • Substantial business skills and experience gained at a senior level, and credibility among the wider business community
  • Clear strategic and creative thinker; confident in being able to help influence policy at local, regional and national level
  • Ability to network and harness the commitment of a wide range of partners and stakeholders, and to build and maintain consensus around the Business Council's vision and objectives
  • Ability to present well-ordered arguments, with knowledge and understanding of the wider strategic context
  • Ability to inspire and influence the delivery of results and outcomes in highly complex environments
  • Ability to deliver in the media / public spotlight and in still public confidence, whether via radio, TV, in print or on-line
  • Outstanding communication and interpersonal skills that command credibility and respect amongst a wide variety of audiences

Commitment

Business Council meetings are held every other month and the Chair will be required to attend all meetings (where possible). It is likely that the Chair will also be required to attend other meetings appropriate to the role, and therefore will need to dedicate approximately 12-18 days per year for meetings and other activities.
