Would you like to make a difference and contribute to the work of the Care Inspectorate? If so, this role may be of interest to you. Scottish Minsters are looking to appoint a Chair to the Board of the Care Inspectorate from July 2021.

The Care Inspectorate regulates and inspects care services in Scotland to make sure that they meet the right standards.

This is an exciting time to become the Chair of the Care Inspectorate. The role of the Care Inspectorate continues to be central to the ongoing response to the COVID-19 pandemic and will also have a critical role to play in improving the social care and wellbeing of the people of Scotland as we recover from the pandemic. The Chair will steer the Care Inspectorate’s response to lessons learned from the pandemic together with taking forward aspects of the Independent Review of Adult Social Care, subject to the agreed political direction and reform landscape.

The Care Inspectorate also jointly inspects with other regulators to check how well different organisations in local areas work to support adults and children. Set up by the Scottish Government, and accountable to Scottish Ministers, it is their job to ensure that everyone gets safe, high quality care that meets their needs and to protect those who use these services. Around 600 staff work across Scotland, inspecting thousands of services each year.

The Chair and Board members set the strategic direction of the Care Inspectorate, taking into account legislation and policy guidance set by the Scottish Government.

The Chair provides leadership to the Board, ensuring robust governance arrangements are in place and monitoring the performance of the Care Inspectorate.

The Chair of the Board will bring a wealth of experience and wide-ranging skills, along with a passionate interest in social care.

The appointment will cover a period of major challenge and change for the care sector, building upon the lessons learned from the COVID-19 pandemic. The role of the Care Inspectorate is central to our ongoing response and they will continue to have a critical role in protecting the health and wellbeing of people experiencing care and support as we recover from the pandemic.

Ministers are looking for those who are able to demonstrate:

  • Collaborative Leadership;
  • Experience of complexity and/or complex environments;
  • Experience of working within a person centred, or human rights based approach;
  • Ability to improve organisational performance

  • Remuneration: The appointment is remunerated at the rate of  £267.90 per day. Travel and subsistence allowances are also payable, however, the appointments are not pensionable.
  • Time commitment:  The nature of the Chair’s role means that the time commitment will vary week to week and some flexibility is required. You must be able to make a firm commitment to spend on average around three days per week. This time will be a mix of daytime board meetings; committee meetings as well as development and strategy days and reading documents.
  • Appointment details:  The term of appointment will be for up to four years.  When a term comes to an end, the skills the Board requires will be reassessed.  If you satisfy the requirements of the new person specification at that time, and there is evidence of your effective performance, Scottish Ministers may consider reappointing you for a further term. The Chair’s total period of appointment will not exceed eight years.
  • Location:  There are four formal Board Meetings per year usually held in the organisation’s headquarters in Dundee, however, meetings can occasionally be held elsewhere. Board meetings are held in public, but restrictions on attendance in person will apply for the duration of the pandemic.  As we continue to live with COVID-19, currently meetings are generally held remotely using a virtual platform, for which you will receive appropriate training and support.  Although, going forward, the expectation is that the work will be a blend of virtual and physical meetings, a physical presence will be required to be able to carry out the full range of Board activities.
  • Interviews:  Interviews will be held on 16th June 2021.  Given the uncertainty of the Covid-19 pandemic and any restrictions which might be in place, we are currently planning for the interviews to be conducted via MS Teams.  We will review this nearer the time and if Public Health guidance indicates it is safe to do so, we may consider holding these face to face, which would be in Edinburgh.
