In the wake of the independent reviews into safeguarding provision in the Catholic Church of England and Wales the Bishops have stated their commitment in taking forward all that has been learnt in the recent period, to develop the highest calibre of safeguarding standards regime for the future. Change is clearly required and all recommendations from the reviews have been formally accepted, including very significant change to the structures of safeguarding provision in the Church.
Central to these changes, has been the creation of a new, independent, Catholic Safeguarding Standards Agency (CSSA). This professional standards body will have regulatory powers across the Catholic Church of England and Wales, extending to all dioceses and associated religious bodies. This has been established as a trading company with independence in its day-to-day operation, to be under the responsibility of a management board and with the powers to ensure that each Church body partnered with them, is complying with the published standards.
As a newly formed agency, the CSSA are looking to appoint its inaugural Chair of the Board and a number of non-executive Directors from a diverse range of backgrounds, dedicated to effective safeguarding across the Catholic Church of England and Wales.
The Chair of the Board of Directors will provide effective leadership and management to the board of the CSSA, enabling them to fulfil their responsibilities, for the overall governance and strategic direction of the Agency. They will work constructively with the CEO, the Board, the Catholic Church, Survivor groups and wider stakeholders, to ensure that the aims of the organisation are achieved, publicly representing its work as required.
The non-executive Directors of the Board are responsible for ensuring its long-term success, oversight of its financial and operational management, and its sustainability. Board members are expected to contribute to the organisation’s development, its planning and its future strategic direction. This will include advising on its regulatory brief; its communications with internal and external stakeholders; performance management; effectiveness of existing and new contracts; performance of the executive team; and non-executive oversight with the board of all other matters.
Candidates for Chair will bring successful, relevant experience as a senior executive or Chair in a large, complex environment with excellent stakeholder engagement and relationship management skills and a strong understanding of safeguarding and / or regulatory oversight / standards setting.
Candidates for non-executive Director will bring significant relevant senior leadership expertise at the highest levels with significant knowledge and experience of one or more of the areas of: safeguarding, charitable governance, audit, finance and risk and the leadership of complex, national, public, private or civil society organisations.
All candidates will be expected to bring a clear commitment to the CSSA and its role in ensuring safeguarding provision across the Catholic Church of England and Wales.
