Independent Chair - Hertfordshire and West Essex Sustainability and Transformation Partnership

Local health and care services across Hertfordshire and west Essex have been working to develop a plan to provide a healthier future for residents. Faced with increasing demands on health and social care, we need to make changes to some of the ways we work.

The STP is taking the lead in planning and commissioning more integrated care for our population forward through an exciting transformation programme. The STP together with NHS providers, commissioners, general practitioners and local authorities twill work in partnership in improving health outcomes.

Hertfordshire and west Essex Sustainability and Transformation Partnership (STP) comprises of three CCGs, three acute hospitals, one ambulance Trust, three community and mental health trusts and two County Councils (the ‘Partners’). The STP is responsible for providing health and social care services for a population of 1.5 million.

The STP is embarking upon an ambitious transformation programme which includes:

  • Development of STP-wide improvements in health and social care delivery
  • Transitioning to an Integrated Care System (ICS) and Integrated Care Alliances (ICAs).

Essentially, the ICS will consist of an overarching strategic commissioning and performance management function, with local commissioning and service delivery provided through Integrated Care Alliances (ICAs), initially focused on three separate geographies, although these may change over time.

In this role you will be responsible for holding the system to account for delivering positive changes by keeping the STP focused on the task in hand; securing the support of the Partners’ boards and staff; ensuring the public are well informed and politicians are supportive. This will include challenging entrenched and parochial views and differing priorities held by individual organisations, clinicians and other major stakeholders. As Chair, together with the STP Leader, you will also act as an ambassador of the system building and enhancing relationships with a wide range of stakeholders both locally, regionally and nationally includingNHS England, NHS Improvement and local communities.

Fulfilling this role requires a bold strategic leader who can guide the STP to develop their ICS and ICA vision and ensure delivery takes place as quickly as possible. We need someone with extensive prior experience in a Board level role in health and/or local government.

The successful candidates needs to have a personal style that balances soft skills to enable trust to be gained quickly and an ability to act with authority and broker difficult decisions. Be a skilled ambassador, offering exceptional strategic influencing, communication and leadership skills. They need to be politically astute, able to develop a positive working relationship with local leaders.
