The Chairperson of the Independent Review of Education Panel will be expected to have the skills, experience and ability to lead this work from the front, serving as the “public face” for the Review whilst managing and directing the wider team. They will be responsible for setting the pace of work, establishing the key priorities, agreeing the appropriate work plan from the outset and leading engagement with a wide range of stakeholders, including political and community leaders.
They will be expected to draw on significant personal experience of leading programmes of review, reform or transformation and operating within a contested space to build consensus.
They will be expected to develop an evidence based assessment of the education system; the barriers, inadequacies, gaps and structural issues; and provide a focussed set of strategic recommendations.
They will be expected to understand, apply and be committed to the principle of integrity, to be able to work with others in an objective, honest and open manner, transparent in methodology and ways of working, and capable of listening to and taking into account a wide range of views and opinions.
They will be able to decide quickly (in collaboration with others) what is important and what is not, and bring a strong analytical capability to their thinking. They should be cognisant of the educational landscape and political sensitivities and be able to work under pressure and scrutiny. They should have the ability to build consensus and establish priorities for education reform.
The Chairperson will lead the Review Panel, work constructively and closely with the Vice-Chairperson and set work priorities for all Panel Members.
