Chairs - NHS Scotland Boards

Scottish Ministers are looking to appoint a new Chair to the following NHS Boards:

  • NHS Borders;
  • NHS Highland;
  • NHS 24; and
  • NHS National Services Scotland (NSS).

You will have the senior level experience required for these significant appointments and will play a central leadership role in guiding the strategies which address the health priorities and health and care needs of the people of Scotland. You will be accountable to Scottish Ministers for leading a Board, comprising non-executive and executive members, which will improve, sustain and protect the health of the population of Scotland. You will understand and promote diversity.

An essential requirement of these posts is that you can demonstrate an understanding of the organisation for which you are applying and the challenges it faces. You must also be able to demonstrate skills and experience in the following areas:

  • leadership;
  • governance;
  • performance;
  • constructive/supportive challenge & influencing; and,
  • communication.

  • Remuneration: The remuneration for the NHS Borders and NHS Highland posts is £31,149 per annum (non-pensionable). For the NHS 24 and NHS NSS posts, the remuneration is £26,226 per annum (again, non-pensionable). You will also receive reimbursement for all reasonable travel and subsistence costs, reasonable dependant-carer expenses incurred whilst undertaking Board duties and for support required to help you carry out your duties effectively, subject to Board policy.
  • Time commitment: As Chair of one of these Boards, you must be able to make a firm commitment to spend 3 days per week on Board and NHSScotland business. You should also demonstrate an adequate degree of flexibility to attend at a greater frequency subject to the Board's ongoing business needs. In all cases, the time commitment will be a mix of daytime board meetings, daytime visits and other meetings, reading documents in your own time and attending stakeholder events, some of which may be in the evenings or at weekends and may involve you having to travel. You will also have the opportunity to engage in regional and national level activities which will enhance the delivery of health and social care services.
  • Appointment details: Appointments will be for a period of 4 years, subject to regular performance appraisals, with the possibility of re-appointment.
  • Location: Meetings for the Boards will normally be held at Board Headquarters. Meetings may, on occasion, be held elsewhere in the territorial board area for NHS Borders and NHS Highland. Regular meetings with other NHS Board Chairs and the Cabinet Secretary for Health and Sport are held 6 times per year, usually in Edinburgh.
  • Assessment Process: Assessment will happen in two stages. The first stage will be the assessment of your written application against the essential requirements and values being tested at this stage. The second and final stage will be a values based assessment, which will involve a psychometric test; an observed role play exercise; and a competency based interview, with presentation. You will complete the psychometric test online at home and in advance of the other elements. The role play exercise will be held during w/c 17 June on a date prior to your interview date; with interviews being held on 18, 21 and 28 June 2019. As part of the interview, you will be asked to undertake a practical exercise, provided to you in advance, which will involve you preparing a verbal presentation for the panel. Both the role play exercise and interview will be held in St Andrew's House, Edinburgh.
