Westminster City Council is looking to appoint an Independent Chair to oversee the formation and functioning of a Community Futures Group (CFG) in relation to the proposed renewal of the Ebury Bridge estate. In drawing up options for the regeneration scheme, the Council is keen to canvas the opinions of residents, to understand what those within the area want and to reflect this in the approach ultimately taken. In order to ensure that the views promoted are as representative and balanced as possible, the Council is looking to form the CFG, ideally consisting of around 12-15 people and reflecting the full spectrum of voices in the community.

An Independent Chair is essential to the effective running of the CFG. The individual will be responsible for balancing the different interests of those within the group whilst ensuring that all proposals are viable, contributing to the effective delivery of a realistic and democratic vision that reflects the consultative approach taken by Westminster City Council. It is important that the chosen candidate remains truly independent of all parties involved, including the Council itself. Initially this will involve the Chair meeting with all residents – individually or in small groups – who have put themselves forward for the CFG, in order to understand their backgrounds, circumstances, desires and concerns. Ultimately, it will be up to the Chair to ensure that all viewpoints are represented. For this to be successful, this role will require significant involvement in the early stages of the post.

Job Description

The responsibilities of the successful candidate will include, among others:

  • To help form and then lead the CFG, enabling them to fulfil their purpose as the representative body for the views of residents in relation to the Renewal Scheme;
  • To set a clear structure, rules and objectives to ensure the effective functioning of the CFG;
  • To work to maintain and grow a trusting and productive relationship between Westminster City Council and the CFG, and by extension the residents of Ebury Bridge as a whole;
  • Ensure that open dialogue is maintained and enriched between the communities of Ebury Bridge and the WCC programme team;
  • To act as a spokesperson and figurehead as appropriate;
  • Plan and prepare CFG meetings and the AGM with working groups and WCC officers;
  • Chair meetings ensuring:
    • A balance is struck between time-keeping and space for discussions;
    • Business is dealt with and decisions made;
    • Outcomes, actions and deliberations of meetings are minuted accurately and adequately;
    • The implementation of decisions is clearly assigned and monitored.
  • To lead the CFG and its working groups, supporting the development of its members.

The Council recognises that there have been significant delays to the scheme thus far, which has led to considerable frustration among many of those involved. As such, the Chair should demonstrate and encourage efficiency, promoting a greater pace of progress in response to a relatively tight timeframe.

Person Specification

Essential Criteria

  • Senior level management experience in a complex organisation, ideally with good experience of chairing;
  • Experience of programme and project management;
  • Willingness to lead the CFG;
  • The tact, diplomacy and powers of persuasion to work with and lead/represent the wide range of stakeholder interests in Ebury Bridge;
  • The capacity to work effectively with the CFG, whilst maintaining an appropriate distance and level of independence;
  • The ability to balance conflicting views, and to work towards consensus;
  • A robust outlook, and willingness to take difficult stances on issues;
  • The relevant skills to run meetings;
  • A pragmatic and focussed approach, with an emphasis on driving progress;
  • The ability to hit the ground running.

Desirable Criteria

  • Knowledge of housing and an understanding of the dynamics of community housing in particular;
  • Relevant knowledge of regeneration policy and practise;
  • Experience to work with residents, community organisations, local businesses, ward councillors, senior WCC officers and development partners;
  • Experience of working in a culturally diverse area, such as Westminster.

Additionally the Chair will need to be:

  • Available to attend regular evening and weekend meetings;
  • Available to meet the Programme Director and other team members as required;
  • Available to undertake training to support the work of the Chair and CFG;
  • Given the level of public investment in the programme it will be important for any and all conflicts of interest affecting the Chair and other members of the CFG to be declared and recorded.
