Vacancy Description
The Civil Nuclear Police Authority (CNPA) is a body corporate established by the Energy Act 2004 and an executive non-departmental public body (NDPB) of the Department of Business, Energy & Industrial Strategy (BEIS). The CNPA has a statutory responsibility for maintaining an efficient and effective Civil Nuclear Constabulary (CNC).
The CNC provides an armed response capability for the UK’s civil nuclear industry, operating from units based at licensed nuclear sites throughout the UK and providing armed escorts – road and marine – for movements of nuclear materials within the UK and overseas.
The CNPA sets the strategic direction for the CNC and ensures that it’s policing meets the needs of the nuclear operating companies. This could mean denying unauthorised access to nuclear material or recovering control of nuclear material lost to unauthorised persons.

Essential criteria for both roles
The ability to work in a professional manner and communicate effectively and sensitively with others as part of a senior team, taking collective responsibility for decisions of the Authority to ensure the delivery of an effective and efficient Civil Nuclear Constabulary (CNC);
The ability to think strategically, to focus on high-level organisational and governance issues, i.e. planning, financial management, risk management, strategy and performance and to question intelligently, debate constructively and challenge vigorously;
The ability to analyse sometimes complex issues quickly and identify the central points requiring Authority decision and to reach a balanced and independent judgement on them, while providing constructive criticism and being uninhibited in discussion of CNPA business;
The ability to scrutinise, challenge and monitor performance against targets and to ensure that resources are used efficiently, including the ability to understand and interpret financial information;
An interest in, and a commitment to, public service and upholding the highest ethical standards of integrity and probity; and
The ability to communicate and build relationships with a range of stakeholders and other key influencers gaining trust and respect and to build good working relationships with the Chair, executive and non-executive members.
Desirable criteria for both roles
An interest in the nuclear industry and policing, although experience is not essential, and an understanding of the key challenges faced by the public sector;
Experience of working with or within Whitehall and Central Government, or as an Independent member at Board level;
Strong people management skills, including mentoring senior team members; a willingness to learn and to improve personal performance; and
A commitment to equality, diversity and inclusion.
Independent Member (accountancy role)
Experience preferably at managerial level in the accountancy sector and/or a sound working knowledge of financial management, which can be confidently applied to the role in order to manage an expected increase in budgetary pressures for the CNPA in the near future. This should ideally include experience of assessing the efficacy of proposals for funding large projects and programmes and some familiarity with the financial and management challenges of a public-sector body.
Independent Member (counter-terrorism role)
Experience of policing and of leading on counter-terrorism and related issues. This could be through, one or more of the following activities: the development of police service policy and strategy in respect of relevant counter terrorism, domestic extremism and other policing themes;
Experience of supporting, working and collaborating within the National Counter Terrorism Network to deliver UK counter-terrorism policing;
Experience of working with partner agencies to identify terrorist threats and putting in place strategies for minimising risk and reducing vulnerability to terrorism; and
Some tactical experience of the deployment of firearms to counter serious crime including conventional and non-conventional terrorist activity.
