Appointment of Members of the Board of the Risk Management Authority

Appointments commencing on 27 May 2021

Scottish Ministers are looking to make up to two appointments to the Board of the Risk Management Authority (RMA).

Risk Management Authority

The RMA's strategic purpose is to make Scotland safer by setting the standard for risk practice to reduce reoffending and the harm it causes. This is broken down into three strategic aims which outline the three stages of the RMA's work to support risk practice in Scotland. These aims also inform the RMA's objectives which are set out in its annual Business Plan. The strategic aims are as follows:

  • to advance evidence-based, effective and ethical risk practice;
  • to support partner agencies to deliver evidence-based, effective and ethical risk practice; and
  • to work with partner agencies to evaluate the quality and impact of risk practice initiatives.

About the Role

As an RMA Board Member your duties will include:

  • contributing to the direction, support and guidance of the Authority in line with its statutory functions and the policy and resources framework agreed by Scottish Ministers;
  • ensuring that robust arrangements are in place to enable the RMA to take decisions on accrediting persons and/or methods of offender risk management and risk management plans;
  • contributing to the setting of challenging objectives for the RMA in relation to its functions;
  • monitoring the RMA's performance to ensure that it meets its aims, objectives and performance targets;
  • ensuring prudent stewardship of the public funds for which the RMA is accountable, as well as making sure that the RMA adheres to strict standards of financial propriety, regularity and best practice;
  • ensuring high standards of corporate governance are observed and promoted at all times;
  • maintaining a good relationship between the Authority and its partners/stakeholders and the general public;
  • offering professional advice and guidance to stakeholders on relevant aspects of the RMA’s work.

Skills

All applicants should have a sound understanding of both offender risk assessment and management and the Scottish Criminal Justice system.  They should also have expertise and experience of the operations of multi-agency risk assessment and risk management particularly from within Community Justice Social Work, the Scottish Prison Service or the Parole Board.

Applicants also need to demonstrate evidence of the following skills:

  • analysis and decision making;
  • working co-operatively and collaboratively;
  • communicating effectively;
  • governance; and
  • strategic development and management.

Appointment Information

The term of appointment will be for four years commencing on 27 May 2021.  There is the possibility of reappointment subject to evidence of effective performance and satisfying the skills and knowledge required at the time of reappointment and beyond.

Members receive a daily fee of £220.75.  The RMA pay allowances at rates set centrally for any travel and subsistence costs necessarily incurred by Board Members on RMA business.

Meetings

As a member of the RMA Board you may spend up to 15 days per year on the Authority’s work.  This includes attending regular Board and/or Committee meetings which are held at the RMA headquarters in Paisley on the third Monday of every second month.  At the moment, meetings are being carried out online.

Disqualification/Eligibility

You are ineligible to apply for this position if:

  • you are not legally entitled to work in the UK;
  • you have already served a total period of eight or more years as an RMA Board Member; and/or
  • you are a RMA Accredited Assessor*.

*If you are an assessor accredited by the RMA you’re free to apply on the condition that you agree to resign from your Assessor role if you are appointed.  You must also agree that you will not seek re-accreditation as an assessor during your term as a Member of the RMA Board.  You will be asked to state this in your application if applicable.
